Mod Discontinued - Download is for Jet Island 1.1.3 to 1.2.7
Jet Island 1.3 and above has a built in cheat code to unlock all modifiers.
Create a profile with the name UNLOCKEVERYTHING and restart the game. You will have all modifiers unlocked.
This may also mark that profile as a cheater in multiplayer :)
Unlocks all modifiers without effecting save progress.
This only enables the buttons in the menu, it allows modifications to be used without saving any changes to your profile.
Simply delete the mod and your modifier collection progress will return to normal.
